Recently the U.S. Coast Guard awarded a Unit Commendation to their National Maritime Center (NMC) in Martinsburg, West Virginia for “exceptionally meritorious service from December 2006 to June 2010." Through SAC’s outstanding performance, the NMC transitioned mariner operations to a centralized model of excellence by reducing credential processing time, ensuring consistency of operations, and by improving customer service to the nation’s 216,000 merchant mariners. SAC became a part of the NMC team through a prime contract award with the United States Coast Guard to provide technical and administrative Professional Qualification Evaluation (PQE), Safety, Security, and Suitability Evaluations (SSE) and Mariner Information Call Center (MICC) support services.
The Commandant of the United States Coast Guard takes pleasure in presenting the Coast Guard Unit Commendation to the U.S. Coast Guard National Maritime Center Martinsburg, West Virginia for service as set forth in the following citation:
For exceptionally meritorious service from December 2006 to June 2010, while transitioning mariner credentialing operations to a centralized model to reduce credential processing time, ensure consistency of operation and improve customer service to the nation's 216,000 merchant mariners. With the displacement of Regional Exam Center (REC) New Orleans due to Hurricane Katrina, the National Maritime Center (NMC) established temporary facilities in Kearneysville, West Virginia, and executed an aggressive 24 month plan of transitioning operations at all the 17 RECs to a new centralized business model. Key to the successful transition was the implementation of new centralized production processes and a comprehensive performance management system, which captured key performance measures, enabling staff to eliminate processing bottlenecks and reduce processing time. To ensure consistency of operations, NMC established an ISO compliant Mission Management System, which standardized work processes, established quality standards and instituted an auditing system. Listening to input from the marine industry, NMC crafted a future vision, which guided enhancements to operations and customer service. A full function customer service center was built, and is now assisting over 275,000 mariners annually. New electronic systems were launched to automatically notify over 75,000 mariners of the status of their application, and to provide internet based verification of credentials to employers and port and flag state officials. Using social media, a redesigned web-site was published, improving outreach and information sharing to 2.5 million global customers annually. To comply with domestic and international regulations NMC designed and implemented a new consolidated Merchant Mariner Credential (MMC) and established secure data sharing capabilities with the Transportation Security Administration's Transportation Worker Identification Credential program, both of which moved the credentialing program toward the vision of a paperless electronic processing system. These efforts substantially improved operations of the program. MMC processing time was reduced by 67 % from 54 days to 18 days. Mariner satisfaction levels increased from 30 % to almost 90%. The professionalism, pride, and devotion to duty displayed by the National Maritime Center are in keeping with the highest traditions of the United States Coast Guard.
For the Commandant,
R.J. PAPP
Admiral, U.S. Coast Guard

PROFESSIONAL QUALIFICATIONS EVALUATIONS BRANCH For service as set forth in the following CITATION:
"For meritorious service from June 25, 2009, to September 02, 2009, while serving in the National Maritime Center (NMC) Professional Qualification Evaluation Branch (PQEB). A dramatic increase in Ready To Be Evaluated (RTBE) files inventory occurred in the wake of a Medical Branch surge operation following a change in medical evaluation requirements. This surge coincided with an increase in evaluation processing time due to implementation of the Merchant Mariner Credential rulemaking and its associated software upgrades. The combination of both these contingencies rapidly brought the mariner application inventory to an unusually high level that threatened to severely delay issuance of credentials to the Nation's Merchant Mariners. In addition, the growing delays had also brought the scrutiny of Congressional oversight requiring urgent action to resolve. A surge operation was planned and implemented to reduce the RTBE inventory to 600 applications by October 2009. The PQEB evaluators exceeded Command expectations by producing 23,829 evaluations within a period of 49 business days resulting in: 14,798 Approved to Print credentials; 2040 Approved to Test letters; 6991 Awaiting Information letters; and a zero inventory of RTBE files. In addition to reducing the RTBE inventory in dramatic fashion, this was accomplished while adhering to established quality assurance standards and approved processes. Through dedicated teamwork and a devotion to the Nation's mariners. the PQEB members of the surge operation met the challenge of inventory reduction during a time of unprecedented challenges. The dedication, pride and professionalism displayed by the PQEB team are in keeping with the highest traditions of the United States Coast Guard.
